Devizes Guardians' AGM is on Tuesday 21 November at 7pm in the Cheese Hall at Devizes Town Hall, St John's Street, Devizes. It will be followed by a presentation and discussion on what the Town Council is seeking to achieve by negotiating with Wiltshire Council by taking over some of their failing services: 'What do we want from our Council?' 

This is an open meeting, so all are welcome, although only members may vote in the AGM.

Delighted to annouce the election of Christine (known as Chris) Gay as Town Councillor for North Ward, Devizes by a 87 vote majority, which is an excellent result, especially for a by-election. Turnout too was comparatively good at around 26%, with over 866 votes cast - there were some spoiled papers - of which approximately 360 were postal votes.

Thanks to all who helped to get Chris elected and to those who voted for her!

The gradual withdrawal of Unitary Council services and the impact on the local environment and quality of life is a key issue for our Town. Guardians Councillors have responded to this crisis by supporting

  • the take-over of functions such as public toilets and grass cutting by the Town Council
  • the merger of Roundway Parish and Devizes Town Council to create a new Town Council which will be stronger and better able to deliver the services needed to ensure our town remains a pleasant environment in which to live and work.
  • the campaign to strengthen the role of the Town Council, by seeking to take on street cleaning and to manage assets such as the Market Place and Shambles to make them more responsive to our needs, and to promote the health of our local economy.

Our candidate for the forthcoming by-election to be held on 3 August is Christine Gay. Chris has lived most of her life in the town, is married and has three adult children. She recently retired from teaching in local schools, and as a founder member of the Guardians, she now wants to contribute more to the community by serving on the Town Council. Her priority is ensuring that local services meet local needs, and she thinks this is best served by representatives who are not part of any national political party.

If you live in North Ward, and are registered to vote, you will have received your polling card by now. Postal votes will be issued shortly, so you can expect them soon too. Yesterday, in only the second such referendum in Wiltshire, the Devizes Area Neighbourhood Plan received a ringing endorsement from the community when 92.6% of those voting said "Yes".

This means the Plan now becomes part of the Wiltshire Core Strategy which is the policy document that helps decide all planning applications, and it will apply to all planning proposals submitted for approval within the area of the Plan, ie the Town and Parishes of Devizes, Roundway and Bishops Cannings. 

This is a tremendous achievement which has taken 4 years to fulfil, and thanks are due to all who contributed over this period.

The Steering Group are now moving on to develop the Plan further by looking at Green Spaces. Other areas of concern such as transport will be examined in due course, as the Plan is a living document which can and should change as circumstances demand.

Ths first test of its efficacy will come soon when Mactaggart and Mickel yet again attempt to get permission for 350 houses on Coate Road. These proposals are not endorsed by the Plan as they fail the criteria used to support appropriate development sites within the policy. At the forthcoming Planning Appeal, Steering Group members will be speaking against this unwanted development which, were it to proceed, could only add to the trafffic and air quality issues that the community already struggle with, without actually providing the type of housing needed. 

But in the meantime, we are all concentrating on celebrating this latest achievement! So well done to all involved!

Neighbourhood Plan Referendum takes place on Thursday, 17th September. Polling cards will be issued presently.

Devizes Guardians have been involved with the creation of the Neighbourhood Plan from the beginning, and are delighted to give the finished plan our resounding support. The plan will help protect our community from any more huge housing developments on the outskirts of the town, while helping to provide the necessary housing on smaller brownfield sites within the settlement boundary.

We urge everyone to vote YES in answer to the referendum question: "Do you want Wiltshire Council to use the neighbourhood plan to help it decide planning applications in the neighbourhood area?"

A last reminder that Devizes Town Council South Ward By-election takes place on this Thursday, 18th March at the Hillworth Park Centre.  The Polling Station will be open from 7.00am until 10.00pm.

Following the resignation of South Ward Councillor Geoff Brewer from Devizes Town Council, a by-election has been called for Thursday 19th March. Our candidate is Peter Corbett 


South Ward electors should be receiving their polling cards this week, and postal votes will be sent out in about a week’s time. The Polling Station is to be the Park Centre in Hillworth Park.


The election leaflet will be delivered to every home in South Ward presently with more information about our candidate.

Following the resignation of Roundway Councillor Will Job, Peter Corbett has been co-opted as a Devizes Guardians councillor on Roundway Parish Council.

For various reasons, we were unable to introduce some necessary constitutional changes at our AGM in November. Accordingly, we need to hold an Extraordinary General Meeting to get them into place, and will be doing so on Wednesday, 21 January, 2015 in the upstairs room of the Crown Centre, 39, St Johns Street, Devizes SN10 1BL at 7.30pm. 

The meeting shouldn’t take long. The proposed changes are below in red. Copies of the full constitution will be available at the EGM. All are welcome to attend, but only fully paid-up members can vote.

5.2 The following officers, who are automatically members of the Management Committee, will be elected by the Members at an AGM or an EGM:

the Party Leader (Chairperson)*,

the Deputy Party Leader

the Honorary Treasurer* 

the Honorary Secretary

the Membership Secretary

the Nominating Officer*

[* indicates the minimum legal requirement for a registered political party]

5.4 Members of any local council in the Devizes Community Area, who are also Members of Devizes Guardians, are automatically Members of the Committee. 

5.8 The Officers specified in paragraph 5.2 will retire every two years in turn at an AGM so that no more than three officers retire in any one year.

Last week, the Devizes Guardians Vice-Chairman, Andy Geddes, was one of the first to receive notification that Eric Pickles, the Secretary of State for the Department of Communities and Local Government, had refused planning permission to Mactaggart and Mickel for 350 houses on the Coate Road site.

This has been a long fight which we were not hopeful of winning, so the whole community was, of course, delighted at these news, especially those of us who had worked on the Devizes Area Neighbourhood Plan. Mr Pickles cited the advanced stage of the Neighbourhood Plan and the Wiltshire Core Strategy in many of his reasons for refusal, thus setting a formidable precedent against which to measure any future planning applications.

The Neighbourhood Plan is currently out to its final consultation under Section 16 of the Localism Act. A Planning Inspector, chosen by Wiltshire Council, will then examine it, and if he/she is satisfied, it will then be put out to a community referendum, hopefully at some point in the early part of 2015. If it is successfully supported, it will then be adopted, and will have full and significant weight in relation to planning decisions within the designated area.

It is very important that as many people as possible give their views on it before the consultation closes on Thursday 27th November. You can do so online at, or at the following places:

The next meeting of the Devizes Community Area Board will be held immediately after a Health Fair in the Corn Exchange on Monday 24th November 2014.

The Health Fair will take place between 4.30 and 6pm, followed at 6.30pm by a short Board Meeting at which health and well-being issues will be discussed.

The site between Quakers Walk and the Sports Club is once more being proposed for development following the withdrawal of the Merchant Venturers' plans for a Care Village. A company called Smiths Gore are holding an exhibition of its residential plans for the site between 12.30 and 7.30pm on Monday 17th November at Devizes Sports Club on London Road, and we would encourage as many people as possible to visit this and express their views.

As you might expect, Devizes Guardians are opposed to this development for exactly the same reasons that they and the  community objected to previous proposals for this site.

It is NOT included in the Devizes Area Neighbourhood Plan, which is currently out to its final public consultation, and which should be adopted sometime early in 2015. It has already been given significant weight from the Secretary of State, Eric Pickles, in his refusal of the proposed development at Coate Road, so it should have considerable influence when this comes before the Planning Committee. 

However, the strength of opposition to Coate Road by the whole community also featured strongly in Mr Pickles' rejection of the plans, so it is vital that any opposition to this proposal is expressed with equal emphasis and fervour. 

Please attend this event if you possibly can and make sure the developer knows from the start that the community is opposed to the plans.

Bus route consultation

 The Alternative Option for the Bus Services between Devizes and Pewsey and their surrounding villages is ready for consultation.  

The proposals follow Wiltshire’s resource constraints and have been made for:


·         Flexible day services serving all villages in the catchment areas

·         Devizes-Pewsey direct rail link at peak and off peak times introduced to meet seven trains

·         Pewsey evening services from Wednesday to Saturday three times per evening

It is very important for everyone in the community area to respond to this consultations.

The proposal and questionnaire are available on line here   

Hard copies of the proposal and questionnaire are also available at Devizes and Pewsey Libraries, from drivers on the Connect2 Wiltshire buses, council offices at Snuff Street, Wiltshire Age UK in the Market Place, Devizes Books and many local shops.  Devizes Passengers also have more in stock to distribute.
